Are Landlords Leaving the Market? What’s Really Happening Across Hertfordshire and Bedfordshire in 2026

Walk into any landlord forum or letting agency right now and you’ll hear some version of the same conversation: ‘Is it even worth staying in?’

It’s not just noise. Around 93,000 buy-to-let landlords exited the UK market in 2025 alone and the English Private Landlord Survey found that 31% of those remaining are planning to reduce their portfolios, with 16% looking to sell up entirely within two years. Speak to any trusted estate agents in Hertfordshire and the Renters’ Rights Act comes up within the first five minutes it’s accelerated that reckoning considerably.

But here’s what those headlines don’t tell you: the picture across Hertfordshire and Bedfordshire is more nuanced and for the right landlord, genuinely more interesting than the doom suggests.

The Buy-to-Let Business Problem

The reality. The RRA has transformed buy-to-let from a relatively passive income stream into a properly regulated business, and not every landlord signed up for that. Single-property and accidental landlords already squeezed by Section 24 mortgage interest relief changes and interest rates sitting at 3.75% are finding that mandatory rolling periodic tenancies, revised Section 8 eviction grounds, and incoming compliance requirements tip the balance. For them, the numbers no longer stack up.

The opportunity. While smaller operators exit, professional portfolio investors are quietly absorbing the stock and they’re not wrong to do so. Commuter demand in the Home Counties is, to put it plainly, not going anywhere. Hertfordshire and Bedfordshire sit at the intersection of London connectivity and relative affordability, which continues to draw young professionals, growing families, and hybrid workers in significant numbers. A shrinking supply of rental homes against stubborn demand is not a bad environment for a well-run portfolio.

As a trusted estate agents in Hertfordshire, we’re already seeing this consolidation play out in live instructions and it’s moving faster than most people expected.

The EPC and Decent Homes Standard Reckoning

The reality. Landlords aren’t just thinking about the RRA they’re running the numbers on what’s coming next. The requirement to bring all rental properties up to EPC band C by 2030 is forcing some difficult conversations, particularly around older stock. Victorian terraces, converted flats, and pre-1980s semis that need significant insulation, glazing or heating upgrades are being offloaded before the retrofit bills arrive. In some cases, those bills run to five figures, and for a leveraged landlord on slim margins, selling is simply the more rational decision.

The opportunity. Capital is migrating accordingly. Modern, energy-efficient homes particularly in regeneration pockets like Stevenage and Watford are commanding a premium on both the sales and lettings markets. Average rents in Hertfordshire have climbed 4.3% year-on-year, and well-presented properties in these commuter hubs are regularly letting in under ten days. For investors making considered acquisitions now, compliance costs are minimal and rental growth is among the strongest in the Home Counties.

The smart money is following the EPC ratings, not running from them.

The Possession Problem and the Off-Market Solution

The reality. For landlords who want to sell a tenanted property and need vacant possession, the new rules have added a significant delay. Section 21 is gone, which means the only route to possession for a sale is Section 8 Ground 1A and that comes with a mandatory four-month notice period that cannot even be served until the tenancy has been running for 12 months. For anyone used to the relative flexibility of the old framework, waiting the best part of a year before a property can even come to market is a meaningful constraint on investment liquidity.

The opportunity. This is precisely why off-market, landlord-to-landlord transactions have become the preferred exit route for landlords who know what they’re doing. Selling a tenanted property to another investor means no void period, no possession proceedings, no court queue just a clean sale with rent continuing to land until completion day. The buyer gets a property with a tenant already in situ and a rental income from day one. It is, in many ways, a more straightforward deal than a vacant sale provided you have the right agent facilitating it.

This is one of the areas where having a genuinely experienced local agent makes the difference. Off-market sales require a network, not just a Rightmove listing.

So, Should You Stay or Go?

There’s no single right answer, and anyone who tells you otherwise isn’t looking at your specific situation.

What we can say is this: the landlords struggling most right now are the ones making reactive decisions selling in a panic or staying out of inertia without reviewing the numbers properly. The ones doing well are those who treated 1 May as a prompt to get proper advice, understand their options, and make a deliberate call.
