The commanding officer of an incident

An incident commander will be the one who has overall responsibility for managing the on-scene incident. This includes ensuring the resources are utilized effectively and working with other agencies as needed. The incident commander needs to be able to take quick decisions in an ever-changing situation and be aware of both the capacities and limitations of the resources that are at their available. The incident commander usually either the chief of fire or assistant chief of the fire department. The Incident Commander should be present at the scene, unless there is a compelling reason why they shouldn’t be.

Government’s role

In any emergency or disaster it is essential to have an action plan and someone who is who is in charge. But who’s ultimately accountable in coordinating the situation on the scene? Who are emergency personnel first? The government? The military? Actually it’s all of them.

First responders are typically the first on the scene and are essential in directing the situation. They are trained to evaluate the situation and then take appropriate actions. But they don’t have available resources from the military or the government available to them.
