This program is named after Dr. Rosalind D. Berger Rosen, a former NSF deputy director, and Dr. Erich Bloch, a former NSF director.

The RDB program is intended to complement existing NSF programs and provide a more significant investment in research that could have significant economic, societal, and environmental impacts. The program’s focus is on research that can lead to commercialization, job creation, and economic growth.

The $50 billion investment in the NSF would be spread out over five years, with $10 billion allocated each year. This funding would represent a significant increase in the NSF’s budget, which currently stands at around $8 billion per year.

The proposed funding for the RDB program would be divided among several research areas, including:

  • Advanced Communications and Networking Technologies: This research area would focus on developing next-generation communication technologies, such as 5G and beyond, and advanced networking technologies that could enable new applications and services.
  • Artificial Intelligence and Machine Learning: This research area would focus on developing new AI and machine learning techniques that could improve productivity, enable new applications, and address ethical and privacy concerns.
  • Advanced Manufacturing: This research area would focus on developing new manufacturing techniques, such as 3D printing, that could improve efficiency, reduce waste, and enable new product designs.
  • Biotechnology: This research area would focus on developing new biotechnologies, such as gene editing and synthetic biology, that could address some of the most significant challenges in health care, agriculture, and the environment.
  • Quantum Computing and Information Science: This research area would focus on developing new technologies for quantum computing, cryptography, and other areas of information science that could revolutionize computing, communications, and security.
  • In addition to the RDB program, the Biden infrastructure plan includes investments in transportation, clean energy, and other areas that could create millions of new jobs and help the country transition to a more sustainable, equitable, and prosperous future.
